The Forward Development & Maintenance Association 32.1 Inc. is a Colorado not-for-profit association run by neighbors.  These neighbors live in the  Summit Estates subdivision as well as several nearby properties that have a common interest in maintaining Road 32.1.  Forward Development & Maintenance Association 32.1 Inc is neither a traditional Property Owneers nor Home Owners Association (POA/HOA) as its interests are limited in bylaws to the repair and maintenance of Road 32.1 only.
